Reservoir until such time as the Tytan Tuk Extension
Scheme is taken in hand and completed and that as regards
the purchase of land no reply could be given until
more
definite proposals are before the Government, and the
exact area which he desires is defined, with the class of
lease under which the various portions are to be held. I
also desired fuller information regarding the Tunnel, and
its prolongation at either end before sanction could be
accorded. When this information was before me I could (I
said) judge whether there was any reasonable prospect of
the scheme being put through, since it was undesirable on
the one hand that the Government should be associated with
an abortive scheme in which the investors would lose their
money (the capital he told me would be raised in England)
or on the other hand that the scheme should be left
derelict as an unsightly failure detrimental to Crown
property.

To this letter Senor Pescio
replied through his Solicitors on October 12th., 1909,
(copy attached) and I enclose the answer of the Colonial
Secretary of the 29th. idem. Your Lordship will observe
that no satisfactory answer was given to the questions
asked, and the matter remained in abeyance until I
received
